Confirmed and fixed. The reason Tangyoon never offered to send you to the stable is that the stable did not exist.
"Find Fresh Milk" is done in a separate room — 912000100, "Hidden Chamber - The Nautilus - Stable" — and that map had never been imported into this build. Its four NPCs were already registered as living there; the room they lived in was missing, so the ride had nowhere to go and Tangyoon fell back to his "didn't I tell you to fill up the whole bottle" line with no way to get any milk. Thank you for the HiddenStreet page, it made the missing half obvious immediately.
Now in, ported 1:1 from the original scripts:
- the stable map itself, straight out of the v83 client
- the three missing Milk Jug items (empty, 1/3, 2/3 - only the full one existed)
- Tangyoon's two lines and the ride in, which also hands you the empty jug
- both Mother Milk Cows. Each has its OWN cooldown, so you have to alternate - clicking the same cow twice gets "you have taken milk from this cow recently, check another cow". That alternation IS the puzzle
- both Baby Milk Cows, which drink whatever is in your jug and hand it back empty. They look identical to the mothers, which is exactly what Tangyoon warns you about
- the door out, which refuses while your jug is part-full ("Your milk jug is not full...")
