Confirmed and fixed. Good catch — this one had a very specific cause.
The Maple Administrator's four Brazilian-event quests ("The Awaited Departure", "A Beginner Adventurer", "The Qualities of an Adventurer.", "The Adventure Begins Now.") each have a single objective: talk to the Maple Administrator. But those quests were ported from the Brazilian server's own files, which name the NPC by ID (9010000) rather than by display name — and our talk-tracker only ever matched on the NAME. So the objective could never tick, the reward was handed over on ACCEPT (which is why you got the items), and the quest then sat at In Progress forever with nothing able to close it.
Talk objectives now match on the NPC id as well as the name. That also un-sticks 8 Dual Blade quests with the same shape (Shiba's Story, In the Presence of Lady Syl, Suri the Owl, Eighth Mission: In the Presence, and their siblings) — 12 quests in total.
Status: on the dev branch (develop), live at the next publish. Your existing In Progress copies should close as soon as you talk to the Maple Administrator again.
