Confirmed, and you were right on every one of them — this was not user error and no amount of hunting would ever have worked.
I audited every collect item those quests ask for against everything in the game that can hand an item out (mob drop tables, shops, quest rewards, quest start items, reactors, gachapon). All eight had NO source whatsoever:
Beat the Heat <Easy> 2nd Stage - Blue Present Box for Training (x10)
Beat the Heat <Medium> 2nd Stage - Yellow Present Box (x10)
Beat the Heat <Hard> 2nd Stage - Green Present Box (x15)
Bamboo Bokjori and Lucky Pouch - Lucky Dish (x5)
Armi's 1500-Day Anniversary Fireworks - Fuse (x5) and Firecracker (x5)
Making Songpyeon for Chuseok - Rice Powder, Honey, Leaf
Chocolate Stick of Love - Mythical Flour (the Cider is already shop stock, that half was fine)
White Day: Strawberry Candy - Strawberry (x3), Wooden Skewer, Sugar
Every one is an authentic global-event drop in the real game. v83's own description of the Blue Present Box says it outright: "a blue present box that the GM hung on the monster for the event". Those items were dropped by ALL monsters during the event window, which we reproduce by making them drop from any monster while you have that quest accepted and still need the item.
All eight are now wired into that mechanic on the same drop-rate formula the existing seasonal quests use, so they become finishable.
Status: on the dev branch (develop), live at the next publish. After that, take the quest first — the drop only turns on while the quest is open and the item is still needed.
