I could not find a defect here, and I think the answer is money rather than materials — but I want you to confirm before I close it properly.

"Valentine's Day : Heart Chocolate" (quest 9310) has a completion fee as well as an ingredient list. Straight from the v83 data, Check.img/9310/1:

Your quest log shows all four ingredients at 1/1, so the only gate left is the 1,000 Vesos. And the line Ace of Hearts gave you - "are you sure you're not lacking any materials or MESOS? Please check and see if you have all the items I asked you to get" - is v83's own refusal text for exactly this state; it is the quest's progress line, which is what the NPC says when the completion check fails for any reason. Her accept line says the same thing up front: "I'll make it for a loooooow price of 1,000 mesos."

So: please re-try holding at least 1,000 Vesos. If you already had them, reopen this with your character name and I will go through that character's save directly - at that point it is a real bug and I want it.

For what it is worth, this quest family did get one genuine fix this pass (see report 276 - White Day: Strawberry Candy and Chocolate Stick of Love had ingredients that no monster in the game dropped), so it is worth a re-test after the next publish either way.

CORRECTION — my "it's the 1,000 Veso fee" answer was wrong. Retracting it.

I went back and drove the real quest engine directly instead of reasoning from the data: a character holding all four ingredients and plenty of Vesos passes EVERY completion gate — the fee check, the achievement gate, the end-requirement gate and the reward-space check all return clear, and the turn-in succeeds. So the fee is not what is stopping you, and you were right that you had everything required.

That means the block is somewhere the engine test does not reach — most likely in how Ace of Hearts builds her menu. She owns four quests at once (Chocolate Basket, Chocolate Stick of Love, Heart Chocolate, White Day: Strawberry Candy) and your screenshot shows Heart Chocolate sorted into the IN PROGRESS section rather than offered as a hand-in, which is exactly the symptom you would get if the menu classified it wrongly. There is also a second candidate: Heart Chocolate is a one-of-a-kind item in v83, so if you are still holding one from a previous hourly run the turn-in is authentically refused — but even then you should be TOLD that, and instead you get the generic progress line, which is its own defect.

UPDATE — partial fix shipped, and I want to be straight about what it does and does not do.

What I could not do is reproduce your exact block, because that depends on your character's state. What I COULD do is stop it being silent. Every gate that refuses a hand-in lives in a check that runs constantly to decide whether to show the turn-in option — so when one refuses, the option simply disappears and the NPC falls back to a generic "not done yet" line. You get a quest log with every objective ticked and nothing to tell you why. That is the part that made this unfixable from your side.

Ace of Hearts will now TELL you. If the hand-in is refused because of the completion fee she names it and shows both numbers (what the quest costs and what you are carrying); if it is refused because a reward will not fit — including the case where you are already holding a Heart Chocolate from an earlier run, which v83 genuinely does refuse since only one may exist at a time — she says that instead.

So after the next publish, please talk to her again and tell me what she says. That line is the answer, and with it I can close this properly.

Leaving this IN PROGRESS rather than fixed, because naming the cause is not the same as removing it.

I did have a previous Heart Chocolate already in inventory. Will test again after next publish per your instructions. Thanks!
