Confirmed -- Mardi Gras Bead Necklace had no source. It now drops from any monster while 'Mardi Gras Throws' is active (2.5%; the quest wants 10).
Worth knowing: Mardi Gras Throws is one of the few event quests that stays REPEATABLE, because its own text says 'You can participate as many times as you want'. Most event quests are now one per character.
