Confirmed. Empty Bottle of Perfume had no source on any of the three difficulty tiers of 'A New Heart, A Fresh Start', and the second tier's Chrysanthemum was missing too -- so you would have hit the same wall again one quest later.

All three tiers now drop their own ingredients off any monster while the quest is active.
