Checked this one against the v83 data and it is not a defect -- but you were looking in the right spirit and the wrong shop.
Dry Treat (item 2120008) is not a monster drop in v83. It is SHOP STOCK, 200 mesos, and the vendor is Kiriwing, not the general store. Kiriwing is placed in Happyville (map 130000200), the same map the quest is on.
If you talk to Kiriwing and Dry Treat is NOT in the list, that IS a bug and I would like to know -- please re-open with what the shop showed you. Leaving this as cannot-reproduce rather than won't-fix for that reason.
