Root cause found, and it is a nastier one than 'the drop rate is too low'. Rascal Snowpiece has exactly ONE source in the whole authentic v83 drop table: monster 9420015, an event-summoned monster that is placed on NO map in our world. So the item was sourced on paper and genuinely unobtainable in fact -- you could have farmed forever.

It is now on the event-drop mechanic: while you have the quest accepted and still need Snowpieces, EVERY monster can drop one, at 12.5% (the quest wants 50). Same system the anniversary and Amoria collect items already use.

Fixed on the develop branch, NOT yet in the published build -- it needs Mark to publish before you can re-test.
